History:http://dragonball.wikia.com/wiki/Videl
Personality:

Having grown up as the daughter of the “man who saved the world from Cell”, Videl has had a strong sense of justice since she was a child. It’s why she is perfectly willing to put herself into harm’s way to protect people, even if the situation is something that has nothing to do with her. Despite being nothing more than a normal human (at least at the time), she was willing to work with the police to take on criminals when called by them regardless of the danger. Videl is also heavily devoted to martial arts training, focusing most of her free time to it. While she does enjoy fighting, the main reason for her devotion to it and desire to prove her strength was due to wanting to live up to the hero that she believed her father to be as she was growing up. And while she now knows that her father wasn’t the hero who he claimed to be, at her current canon point, she hasn’t really had enough time to process what that exactly means for her and is still determined to prove her strength and live up to the ideal that everyone still think that he represents.

This also leads to her being over-competitive, both in regards to martial arts and even in her crime fighting. Which can lead Videl to being single-minded and relentless at times when something that she wants or wants to know is involved, leading her to doing some “not so nice” things on occasion. Like, say, blackmailing a superhero with his identity being exposed if he doesn’t join the World Martial arts tournament so she can fight him and also force him into teaching her how to fly. Or spending a lot time trying to uncover said superhero’s identity despite the fact that he hasn’t done anything to make it seem like he has any ulterior motives when he goes around to stop crime, even when one of his first acts as a superhero was to save her life along with the lives of several innocent people. Or just spending some time trying to figure out what is up with her strange new classmate when certain things he mentions doesn’t necessarily add up when thought about. Part of that was because she felt like Saiyaman was stepping in on her job and responsibilities, that doesn’t excuse the fact that those actions were not something that really should be done.

She’s also stubborn. Unreasonably stubborn at times, sticking with situations that most normal people would realize were hopeless and would try to get out of. Part of this again has to do with trying to live up to her father’s supposed legacy, as she continued on with a fight when she was practically being tortured to near death in the ring because she couldn’t bring herself to admit defeat during her first match of the World Martial Arts Tournament. But she can also be stubborn outside of that context as well, as she was very fixated on trying to figure out all the details of Gohan’s life that didn’t make sense to her when he first joined her class (which just so happened to include him being the very superhero that she was trying to unmask), even resulting to stalking him after school to see when he would leave and how, since he apparently lived too far away to even begin to think of actually attending her school.

Videl is also a bit short-sighted at times. Sadly, this happens to kick in at times where planning ahead with what she’s doing would be the best course of action. Like, say, in the middle of a fight taking place on a hijacked bus where she beat up all the hijackers, including the one driving the bus, and then posed for a photo when asked despite the fact the bus was still moving with no driver. Or when she had a chance to find out Saiyaman’s identity, she ended up focusing on that while there were dinosaurs terrorizing the city, which should have clearly been a bigger problem to worry about. Her shortsightedness combined with her being stubborn almost ended up with her getting involved with a situation that she couldn’t handle, but thankfully (at least temporarily) for her, everything else that happened around that same time was actually enough to convince her not to get involved in the potential end of the world situation she was about to find herself in. So it just took her being beaten horribly, magically healed, watching a friend of hers get stabbed and also magically healed, and then following after him and realizing that she couldn’t keep up while flying after him to get to where they were going to go AND THEN also realizing that her father lied about saving the world before she actually backed down. So Videl can be knocked out of her plans despite her stubbornness if you just completely destroy her world view first.

Both Videl’s competitiveness and her stubbornness don’t only lead to her doing negative things despite her general good nature. It also allows her to push herself forward, and take progress in things that took other people ages to accomplish. When Videl was learning how to control her ki to learn how to fly, she went from not even knowing what ki was to being able to hover a little above the ground in a matter of hours. This was partially because of her frustration with having what she perceived to be a difficult time learning the technique, but the more substantial part of it was the fact that her instructor’s younger brother managed to get it easily without any trouble despite being only seven years old. She did manage to fully learn how to fly in around a week because of her drive though despite this, which wouldn’t necessarily have happened if she hadn’t had that need to push herself to compete with someone.

Powers and Abilities:
Videl is a martial artist, and a gifted enough one at that to be called in by the police to help stop crime despite the fact that she’s still a teenager.

And then on top of that, she can also manipulate ki, the life energy within her body, to enhance her strength even further, in addition to allowing her to fly without the need of any outside support like a plane or jetpack.

While she hasn’t learned how to use ki attacks yet, Videl does know enough about ki manipulation that if she spent some time thinking about it, she would be able to throw basic ki blasts. With proper instruction she could also learn how to do more complex techniques like the Kamehameha, but unless she spent a lot of time at it she’d likely be unable to develop any techniques of that caliber on her own.

Inventory:
Videl has her case of capsules with her, which contains a capsule with a punching bag in it. She also had her police communicator, which will also not be useful in Duplicity unless someone manages to alter the frequency it listens to.
